For handheld drones, DJI Phantom 2 holds the altitude record of 11,000 feet (approx. 3.3 km).

More altitude can be achieved i.e. exceeding 11,000 feet by breaking the record with Technology advancement in Drone & Remote circuitry?

Yes, absolutely possible but the issue is that it's illegal to fly that high. Most countries have regulations that forbid flying beyond a certain altitude.

Actually it's a lot less in the US, you’re not allowed to exceed the height of 400 feet, whereas in most European countries it goes up to 500 feet.

In most Australian cities, you can only fly your drone up to a maximum altitude of 120 meters (394 ft.) – most of this airspace is considered controlled airspace. To fly a recreational drone any higher, you must seek approval from CASA and adhere to any associated conditions. The case is the same in New Zealand, China.

In Japan (according to one source), drones may not fly within 30 meters (98.4 feet) of people or private property.
