What are the Best ways to Tackle Hurricanes or Tropical cyclones?

As Hurricane is classified as a natural calamity, there may not be any preventive measures for Hurricanes?

Hurricanes are not preventable. According to this topic we learn:

Hurricanes develop when

1) Sea surface temperatures at least 27 degrees Celsius,
2) Low-level converging winds,
3) Upper-level diverging winds

Therefore, it's not something that humans cause. It happens naturally on our planet and on other planets (where humans don't exist).

Hurricanes can happen in other planets of the Solar System ?

I mean Jupiter, Mars, Mercury, Venus, Saturn, Neptune, Pluto, Uranus ?
