I feel Privatization cannot happen due to security reasons in Indian post offices.

In India, Post offices are operated and under government.

Can you let us know in USA, Canada & European countries whether the post offices are operated by Government or Private cos?

The major ones in Canada (Canada Post) and USA (USPS) are controlled by the government, but there are also private ones like Fedex, UPS. These twos are major corporations that follow a strict code of conduct and ethics, so I'd trust them as much as the government operated ones - if not more.

Private cos if would like to setup & run a new post office will approach the Government for procurement of setup & operational licences.

The offices themselves can be a business that anyone with money can purchase, but the service behind them is run by the government.

If you want to make a new company like DHL or Fedex, there are too many restrictions. In the USA, back in 1792, Congress passed a series of reforms known as the Private Express Statutes, which make it difficult for people to start their own mail carrier business. The restrictions used fines to discourage anyone from privately carrying letters for compensation.

FedEx gets away with this because of legal loopholes. Congress allows letters that are “extremely urgent” to be transported privately. That’s how carriers like DHL get to run their businesses. Additionally, the USPS is perfectly happy to let private carriers transport letters, as long as the packages bear official postage that’s been properly canceled. (In other words, you can deliver the mail in place of the Postal Service as long as the USPS gets the money for the stamps.)

In the ME, most countries run the post service via government initiatives. However, Saudi Arabia and Israel are making it private.
