Multilingual here refers only to Multilingual Speakers and not Multilingual Writers?

Or

Multilingual refers to both Multilingual Speakers & Multilingual Writers?

Multilingual Speakers may not necessarily be Multilingualism Writers and vice versa is also true?

Thanks & Regards,
Prashant S Akerkar

Example : English, French, German, Spanish, Italian and so on ....

Multilingual means you can speak fluently in different languages, but I'm not sure if it constituents knowing how to read and write it the language. I think it has to do with speaking the language only. Most of my research points to this conclusion.
