List the two conflicting goals that are put in motion when authorities arrest a suspect of having committed a crime and explain how each goal is best achieved.

There are both community and individual (suspect) goals in conflict. The community wants to ensure the suspect will appear for trial and refrain from harming members of the public and their property. This goal is best achieved when the suspect is in jail or is closely monitored in the community. The suspect needs to be able to help prepare his or her defense and wants to minimize any damage to such areas as employment, school, and family life. Those goals are best achieved if the suspect can remain in the community and be able to move about relatively unhindered.
