y+3 = (x-8)   point slope form
y = -3/4x + 3 slope intercept form
3x + 4y = 12 standard form

They represent the same line if they have the same slope and y-intercept. For that, it's best to rearrange the equations in slope y-intercept form.

FIRST

y+3 = (x-8)

y = x - 8 - 3
y = x - 11

Slope of 1, y-intercept of (0,-11)

SECOND

y = -3/4x + 3

Slope of -3/4, y-intercept of (0,3)

THIRD

3x + 4y = 12

4y = -3x + 12
y = -3/4x + 12/4
y = -3/4x + 3

Slope of -3/4, y-intercept of (0,3)

Same as SECOND, therefore only #2 and #3 are the same.
