What kind of privacy concerns might raise ethical issues in a program evaluation?
A) Programs are funded by government agencies and therefore do not provide confidentiality to their clients.
B) The researcher must obtain information from the general public as a control group, and these people have not consented to receive services from the program.
C) The participants will be asked to reveal information to the evaluator that would normally be confidential.
D) The information gathered in a program evaluation is required to be made available to anyone who requests it through the Freedom of Information Act.
