“The evidence seems clear that quieter leaf blowers would reduce worker exposures and protect hearing, and reduce negative impacts on bystanders. Fugitive dust emissions are problematic. Banning or restricting the use of leaf blowers would reduce fugitive dust emissions, but there are no data on fugitive dust emissions from alternatives, such as vacuums, brooms, and rakes.
