The response to this question really depends on one’s perspective. Parole certainly faces many challenges: high recidivism rates, limited supervision because of high caseloads, and low officer morale. One could certainly look at recidivism rates and conclude that it is a failure. But perhaps it is more important to think that the concept of parole is not flawed but that the implementation of it has been. If adequate resources, as well as the use of evidence-based practices, are implemented, then the impact of parole would move in a much more positive direction.
