This would explain away the need for an organism to develop an organ in individually useless stages, rather allowing it to be born with it in a non hereditary fully functional form. Or if the organism gets an incomplete set of genes for the necessary organ, it can pass it along in the form of junk dna for its descendants to piece it together with its recessive genes. Neither, they evolved to have these features because it allowed them to survive in the environment they were born into. Mutations can occur randomly during meiosis, mutations can occur as a result of radiation. As the environment changes, this will happen more and more, leading to complex organs.
