They are not constant and affect the amount of radiation that reaches the earth, thus changing the temperature. This can be seen as evidenced by the fact that mars' temperature is fluctuating much like the earth's is. Since the earth and mars are only connected by one factor: the sun's ray intensity, you can prove a link between sunspot intensity and the climate's fluctuations.
