Neither. I believe you use joules as a unit of energy.

What property of light?

Velocity -- m/s (meters per second)
Frequency -- Hz (hertz, or the reciprocal of seconds)
Energy (usually of a single photon) -- J (joules)

The power output of a lamp, say, is measured in W (watts).
