Charles Dana Wilber assured farmers on the Plains that sparse rainfall would not trouble them because
 
  a. when they broke the ancient sod, rainfall would increase.
  b. the government would subsidize irrigation projects.
  c. new varieties of wheat required less water.
  d. they would not need it in the Plains area. e.
  all of these choices.
