It all depends on how far away the civiliation lives, the conditions of that planet(s), and how much energy the red giant is putting out. Put the planet at the right distance while taking into account the amount of radiation to mimic Earth's situation, it would be safe to say that the planet can support life (at least for Earth-like creatures given the same resources as well).
