A strong promoter in E. coli is used by RNA polymerase to initiate transcription every 4 seconds. The degradation rate constant of the transcript is 0.004 sec-1. What is the number of mRNA per cell at steady state? Neglect dilution due to cell growth.

Not exactly sure, but wouldn't you multiple 4 * 0.004 ? This would cancel out the "second" unit, giving you a steady state of 0.016. It's either this or you divide it by 0.004, giving you a steady state of 1000.
