What guideline for writing multiple-choice items is violated in the following item stem? "A norm-referenced test is..."
   A) Each alternative must fit the grammatical form of the item.
   B) Item stems should be stated in simple terms.
   C) The stem should include a complete question.
   D) Unessential details should be omitted in the item stem.

C) The item stem in this multiple-choice question should include a complete question so that knowledgeable students could answer the item correctly without having to read the response choices. In other words, the item would then function as a short-answer or completion item. "Each alternative should fit the grammatical form of the item" is incorrect because no response choices were even presented. Moreover, "unessential details were omitted from the item" would be an incorrect answer because the exact opposite is true: not enough information is presented in the item stem. The stem certainly is presented in simple terms but much too simple!
