Sense of community is different from citizen participation because:
 
  a. you can influence community decisions even if you don't have a strong sense of community with others.
 b. citizen participation is a behavior, while sense of community also includes emotions.
  c. sense of community only applies to informal neighboring, not participation in formal citizen organizations.
