Critics argue that if health care is a right, all inmates should have access to services at the continued expense of taxpayers. Another argument is that basing copayments on a facility's economy will not even begin to cover the cost of health services. Payments may constitute a high fee for some inmates, while clearly not compensating the facility for the cost of care. Critics claim that copayments or fees would create a tiered system favoring wealthy inmates.
