C5H10O is 1° unsaturated structure since two hydrogens are missing to be saturated.
So it can have either one double bond or one ring.
However absorption band of double bond appears in 1640-1680  cm^-1 region, which does not be seen on your IR data.
So I can conclude that it has a ring.

3200-3550cm^-1 is for alcohol group, and I'm not sure what you meant by 3o functional group.
If that is 3°functional group (tertiary) alcohol group should be attached to the carbon that three carbon is bonded to it. Flushed Face

and it is asymmetric structure, and 3° functional group,
