f(x) = (x-2)/(2x-3)...? Is that what you mean? It has an x- and y-intercept - not to mention a vertical asymptote at x=1.5. As already said, the y-intercept is the value of y when x=0, and the x-intercept is the value of x when y=0. Find those numbers; to express each as an ordered pair means:

x-intercept = ("value of x when y = 0", 0)
y-intercept = (0, f(0))
