Why do some people claim that enforcement of drug laws in the United States is racist?
   a.   Black and Asian-American youth are more likely to smoke and, therefore, are discriminated against by laws that prohibit the selling of tobacco to minors.
   b.   The penalties are much more severe for cocaine use, which is primarily used by inner-city blacks, than for heroin or other illicit drugs.
   c.   Blacks are likely to receive higher convictions than whites for similar drug-related offenses.
   d.   Asians in the United States, whether or not they are U.S. citizens, can be deported if they are caught using or possessing any illegal drug, while European immigrants who break drug laws are rarely deported.
