The World Health Organization (WHO) would first quarantine the traveler with the smallpox disease to avoid any further spread of the infectious agent. Next, all individuals known to have contact with the infected individual would be immunized to ensure they would not become ill. Depending on their aggressiveness, the WHO could also vaccinate people who might not have had direct contact with the infected person but were present at the outbreak site. Because the WHO spent so much time and efforts trying to eradicate smallpox, they would likely take a very aggressive and proactive approach to ensure that smallpox would not spread.
