Three major changes were made in such regulations. First, the strict distinction between the activities banks and investment houses could engage in was eroded by the repeal of certain provisions of the 1933 Glass-Steagall Act. Second, government policy encouraged the granting of mortgages to low-income households. Finally, banks and other financial institutions changed the way they treated mortgages as investment vehicles.
