sorry I didn't read the article but i have some ideas. How about charge a flat fees for procedures. Why does it cost $400 for one insurance company, $600 for another, and $2000 for someone without insurance for the same procedure? Therefore, provide citizens transparency in costs.

Or... reduce the deductible costs. We already spend almost $1000 a month for insurance, and on top of that, I have to pay another $2000 before my insurance will pay for anything.
