Toytastics is a toy company whose profits have drastically declined in recent years.  When trying to diagnose the problem, management noticed there are separate divisions for every age.  They also noticed that there are divisions for different parts of the state even though the children's needs in one part of the state aren't really any different than those in another part of the state.  The company is making money, but all of the money is being used to pay the high number of managers.
