The belief that individuals were responsible for their poverty did not go unchallenged. Thomas Paine and Mathew Carey both saw poverty as related to the failure of the economic system. Discuss aspects of these 2 opposing belief systems. Explain 2 ideas of each and how they proposed a solution to poverty and/or other societal ills.

Students can use the textbook and/or other resources to discuss the philosophies of these 2 opposing viewpoints. Students can use specific proposals by those 2 men and their ideas for addressing poverty. If they want to go further, students can talk about what did or did not work about these ideas briefly in historically.
