The Social Security Act specifically tried to address old age income needs as the percentage of older Americans accelerated, as well as the needs of the unemployed. The SSA evolved from the work of the Committee on Economic Security. The committee recommended an array of services. Some of these became federal programs and some to be administered by states. These specifics can be expanded in answering this question. Fiscal and political realities further shaped the development of the act making the program more conservative. The largest failure was leaving out health care.
