The answer should indicate that over-representation occurs when English language learners are misidentified as having a learning disability because their poor academic achievement is caused by a lack of English proficiency. When educators mistakenly believe that students' poor academic achievement is due to lack of English proficiency when learning disability is the cause, underrepresentation results. It is a concern, in either case, as students do not receive appropriate services. The answer should include any of the questions, listed in the chart "Cultural and Linguistic Considerations: Identification of Students with Learning Disabilities," as means of guiding teachers in preventing the situation.
