Global positioning system (GPS) technology significantly improves the capabilities of electronic monitoring (EM). Some people have even suggested we can now track the movements of offenders being supervised in the community better than we can those confined to prison. Provide reasons for and against dramatically increasing the use of EM with GPS technology as a means of placing fewer violent offenders in prison and more of them under community supervision.

Answers will vary, but should include reference to persons favoring a retributive response to offenders (who are likely to believe prison is more appropriate for violent offenders regardless of how closely they can be monitored in the community) compared with those favoring a rehabilitative response (who are likely to believe there are more opportunities for treatment when offenders are able to stay in the community, especially if public safety is not jeopardized). More creative responses might refer to the variability in punishment rankings discussed in Chapter 4 and note that for some offenders the community sentence under close monitoring could be a more severe penalty than prison time.
