This goal is best achieved when the suspect is in jail or is closely monitored in the community. The suspect needs to be able to help prepare his or her defense and wants to minimize any damage to such areas as employment, school, and family life. Those goals are best achieved if the suspect can remain in the community and be able to move about relatively unhindered.
