Prison officials have used both dispersion and concentration approaches to handle troublesome inmates. Both approaches attempt to break up cliques and gangs and to prevent troublemakers from collaborating. When the dispersion approach is used, the troublemakers are spread around the system or placed in various units of the prison. They could even be sent to prisons in other states or to federal prisons. The concentration approach actually groups prisoners together but their activities and movements are severely restricted and highly monitored.
