#1: I don't think so, because the target is the center regardless of the shape they take on.

#2: If the target is rotating, an athlete standing in front of it won't be able to tell it's rotating since the pattern printed on the board is concentric.

2 So it will be difficult for the archer?. The archery sport will become more difficult & challenging?

It won't change anything if it's spinning. If it's moving side to side, yes, expect the sport to get a lot harder

The speed will make a impact say 10 rpm or 40 rpm instead of 30 rpm.

More the speed, more the difficult.
Less the speed, less the difficult.
