A local school board would like to test the hypothesis that the proportion of Americans who think unions have a positive effect on schools has decreased this year when compared to last year. A random sample of 160 Americans last year found that 48 felt unions have a positive effect on schools. A random sample of 140 Americans this year found that 28 felt unions have a positive effect on schools. Define Population 1 as this year and Population 2 as last year and use the critical value approach to test this hypothesis with α = 0.05.
