Transplantation of that cell to a new location in an undifferentiated embryo.  If the transplanted cells are able to influence the differentiation of nearby cells, then the cell is generating a local signal that acts by either induction or inhibition.  Similarly if ablation of the cell in question in its native environment alters the development of nearby cells, then the cell was involved in generating a developmental signal.
