Two plans were proposed during the constitutional convention to establish the new branches of government. These plans were the Virginia Plan and the New Jersey Plan. The Virginia plan was created to achieve a strong national government with three branches. According to this plan, the legislature would have two houses - one would be elected by the people, and the other would be selected by the first house.

On the other hand, the New Jersey Plan proposed that each state would have one vote for Congress. "The Great Compromise" combined these two plans. According to the "Great Compromise", our legislature would have two houses. The first house would be based on population and elected by the people. The second house would appoint to senators by state legislatures.
