Becker’s theory articulates that with the passage of time, the labor market will become segregated over time. In the presence of employee-discrimination, there are non- discriminating also called the profit-maximizing employers who never hire both white and black workers. This is because they are not willing to pay the premium to white workers. They would instead hire only black workers that are equally productivity as their white counterpart and would pay a lower wage.

Discrimination cannot exist in the long run in a competitive market. In the long run firms can enter and exit freely. Hence any free entry by non-discriminating employers ousts the discriminating employers. As mentioned, there are non- discriminating employers who never hire both white and black workers. They would instead hire only black workers. They have a cost advantage over discriminating firms. As more non-discriminating firms enter the market, the demand for black workers rise, increase their wage so that any wage differentials left in the market is eliminated.
