This is when conspiracies get the shining light.

If rich don't want government to pull off their money, they won't, because they pay.

Of course it would be better, but the bad part of being rich, is that you'll pay 500 million, just to remain with your 15 billion.

Not inducing conspiracy theories. But let's face it, rich people will do everything to become even richer. Even if the costs are small and temporal, it's better for them to just pay once and not get their money threatened.
