I both parents are EX. Dd would the percent chance of the child having this dominant trait be 100% ?

No, it would be 75%. If both parents pass on the recessive allele, the child will not have the dominant trait.

d...|..Dd.......dd

DD = 25%
Dd = 50%
dd = 25%

DD and Dd individuals have the dominant trait, so that's 50% + 25% = 75% of offspring that are expected to had the dominant trait.
