1.   The teacher must have clearly in mind what mental processes the students need to use before starting to write the response. Articulate these processes in the prompt using verbs like consider, compare, contrast, and analyze.
2.   Write the question to define the task clearly and unambiguously for the student. Tasks should be explained in the overall instructions and in the test items themselves.
3.   Start essay question with such words and phrases as compare, contrast, give reasons for, and so on. Do not begin with words that will illicit only recall information (list, name, who, when).
4.   A question dealing with a controversial issue should ask for and be evaluated in terms of the presentation of evidence for a position, rather than the position taken.
5.   Avoid using optional items.
6.   Establish reasonable time and/or page limits for each essay item.
7.   Be sure each question relates to an instructional objective.
