I ordered some cesium carbonate from the internet but there appears to have been a mix up as they labeled it barium carbonate- which is incidentally a poison.

barium carbonate is not soluble and the substance seems to be able to dissolve but i'd understandably like some confirmation.

You are 100% correct: Caesium carbonate is soluble in water and barium carbonate is only very slightly soluble.

The best way to tell caesium carbonate apart from barium carbonate is to acidify your a tiny bit of your sample with dilute hydrochloric acid. Then add a drop of dilute sulphuric acid to the solution. If you get an instant white precipitate (barium sulphate is very insoluble in water), you have barium carbonate . If there is no precipitate, you probably have caesium carbonate
