Let the distance travelled around a circular track=S
S= (9 laps) x (2 mi/lap) = 18 mi
V=S/t;
Where V is the linear speed of the car in mi/hr
S is the car travelled distance
t is the time in hours

t = 15 minutes x (1 hour/60 minutes) =0.25 hr
V= 18 mi/0.25 hr=72 mph
