A train derailed in a local community. The contents of the train caused a hazardous spill and noxious gasses are being released into the environment. All local and surrounding fire control and Hazmat teams have been mobilized and the event is considered under control. This situation would be considered as being which of the following?

1 -- The difference between an emergency and a disaster is that an emergency can be handled by the management systems in place. Since the fire and Hazmat teams addressed the event, this is considered an emergency. A disaster would overwhelm the management systems in place. Since the management systems in place were able to handle the event, this is not a man-made accidental disaster. Intentional emergency is not a classification of this type of event.
