A train derailed in a local community. The contents of the train caused a hazardous spill and noxious gasses are being released into the environment. 1 -- The difference between an emergency and a disaster is that an emergency can be handled by the management systems in place. Since the fire and Hazmat teams addressed the event, this is considered an emergency. A disaster would overwhelm the management systems in place. Since the management systems in place were able to handle the event, this is not a man-made accidental disaster. Intentional emergency is not a classification of this type of event.
