People of the genotype SeSe or Sese secrete the A and B antigens.
Those of genotype sese DO NOT.

Note: There is epistasis between the genetic systems, because people with blood group O are NON-SECRETORS regardless of their secretor genotype.

In the following type, what is the expected ratio of secretors to non-secretors?

Blood group O doesn't mean that your blood cells are blank. They still have the H-antigen which people with blood group O can secrete. See an explanation of  the ABO blood group system here:

But we can still answer the question with the limitations given. Here is a Punnett square showing all the genotypes possible in the progeny:

In red are those that only have O alleles or lack the Se allele. Secretors : Non-secretors = 9:7
