Also can anyone confirm if they connect the fiber optic wire directly to the modem and does switching to a new service in Chicago grant you free / reduced fee re wiring of your house? Also when is it planned to finally have fiber optics up and running in Chicago?

You get a router that connects to the fiber (not a modem) that has internet connections via 100 MHz ethernet (wire) or via WiFi (radio).

If your question "wiring" means AC power wires, the answer is NO. If you mean ethernet wires, and that is how you plan to connect to the router, then YES, the ethernet wiring must meet the CAT5 standards.
