An active mobile genetic element is predicted to sometimes alter the normal transcription patterns of a gene without altering the coding sequence of the gene. In which of the following genomic regions would insertion of a mobile element cause such gene expression change

within the center of an intron
   within an exon
   at an intron-exon boundary
   within the upstream cis-regulatory region
next to another mobile genetic element already present

If the genetic mobile element is inserted with in the upstream of cis regulatory element the RNA polymerase recognizablity of the promoter will reduce and result in altered transcription rate with ku affecting the coding DNA sequence
