The full question is:
What does the phrase "most atmospheric gases are transparent to solar radiation and, instead, absorb terrestrial radiation" mean? Fully explain this process as it relates to the overall global climate and energy budget of the Earth.

What this means is that the atmosphere will let sunlight (solar radiation) pass through to the surface but will hold heat (terrestrial radiation) from passing back through.
