I came up with an invention and discovered that the article had already been patented a few years ago. I have not seen the product in stores or elsewhere so I do not think that the person has developed the product to the extent that I would like to.

How can I go about buying the rights to the patent from them entirely? Is this even possible?

Sure it's done all the time.  Just buy the rights to the product from the person who has the patent.

As far as the "how" part.  I would ask the patent office or a patent attorney.

Contact the patent owner and ask about licensing or purchasing the patent.
