When a capacitor is connected to a battery, what type of charge should build up on the plate that is connected to the negative terminal of the battery? what about the other plate?

do excess charges on one plate exert a force on the other plate?

A capacitor on a battery would develop equal and opposite charges on its plates.  The battery neg terminal charges its capacitor plate neg and the pos terminal charges the other side of the cap pos.
Yes, the charges on the capacitor plates do exert a force on the other plate.  They also induce a charge in the dielectric which is the material between the capacitor plates.  Using a dielectric can increase the stored charge and thus the capacitance many times compared with just having an air gap between the plates.
