Why is one side of aluminum foil always shiny while the other side is always dull?

There is an added benefit of having a dull and shiny sides which is  preventing heat radiation.  By wrapping food with the dull side out, it will absorb heat better and radiate it to a low temperature sink whereas the shiny side will reflect heat back toward the food thus keeping the food warm.
