i'm aware of the solubility rules but does that apply to water as well or just any aqaeous solution?

Water is a very, very good solvent. It may not work as well in other liquids. Water is such a good solvent that if you stay in the pool long enough, you WILL dissolve (not kidding).

The solubility rule is in general applied to all of the solvents that you may choose for dissolution of the salt. If the solvation energy of ions is greater than the lattice energy of the salt then the salt dissolves. Now, although this is a general rule but we cannot give a judgement for all ionic compounds as in a regularity. I mean the symmetry of the lattice plays an important role. When sizes of cation and anion are almost equivalent then the lattice is exceptionally strong and the salt becomes sparingly soluble. Its better to learn some famous solubility trends if you need to appear for an examination.
